Changing the Voting Lists

Well, some good news about local elections in El País today: Those members of the Spanish diaspora who live abroad - particularly in South America and may be anything up to third generation yet still voting in local, regional and national elections in Spain - are to lose this irrational perk. No more trips for our local politicians to Asunción and Buenos Aires after those 1.3 million pesky distant family-members to ensure their vote.
To give the reader some idea, about 15% of the votes in the last local elections in Mojácar came from South America - indeed, more than from the European foreign residents. Mojácar's and other town's political make-up, as often as not, comes from Barranquilla. In fact, some Galician towns are said to have more voters in South America than they have locally. This practice is now apparently to stop, after a bi-partisan agreement is signed between the PP and the PSOE.
At the same time, and in my opinion much more welcome, some non-European nationalities resident in Spain will now be able to vote in next year's local elections.

HOWEVER: The rules for registration on the padrón (and therefore to vote) appear to have changed for foreigners ('Europeans' included). See following article from Per Svensson (Ciudadanos Europeos):
