This Friday, the Government is due to approve new and draconian measures to stagger the economy still further. IVA will be raised by three points to 21% (the lower rate goes up from 8% to 10%), unemployment benefits will be reduced after six months, cigarettes will go up, the Christmas bonus to funcionarios will disappear, pensions will be 'adjusted', ministries will have 600 million less spending cash and both the wages and indeed the number of town hall councillors will be reduced (the latter by 30%!).
This final item also helps remove the smaller parties from government...*

*Trevor directs me to an interesting link which deals with this specific threat to democracy. It chooses Mojácar for its example (unfortunately using wrong figures, but anyway). With towns of the size of Mojácar being reduced in councillors from thirteen to nine - a new spread would give Rosmari 5 (adiós, I think, Diego and Raquel); the UM Party (Diego the Gas Station) with two; and the PSOE and Jessica's party with one each. Angel Medina - the absent councillor for Ciudadanos Europeos - would be out.
The larger picture is odd, however. Sending opposition councillors home who don't get paid anything anyway isn't going to save the bank. Those that served in power and are sacked will return to their 'daytime job' and presumably manage to carry on. Their responsabilities in the town hall now shared by the survivors (which, inter alia, is why lawyers and high-flyers don't generally go into politics: they make more at home).
Returning to Mojácar, a better economy would be to reduce the town hall staff from 155 by half.

Later: Thinking about it some more, there will be a number of new coalitions and governing parties after this shakeup. New mayors will be springing up. some more chances for mociones de censuras as well (Mojácar?)... As to 'when?' - (we haven't been told) the best answer is perhaps for May 2015, although legislating for this now seems peculiar.
The IVA, by the way, to go up on Monday (perhaps rather more important news than the demolition of the small town halls).
