According to reports I've seen - and here reflected in La Voz - the DGT claim that 46% of the drivers tested for drugs have come up positive. Mainly grass but some other goodies apparently. Extrapolate that across this great nation, and we are being told that at the very least 46% of Spain is stoned - probably more since some people who are 'out of it' may decide not to drive, some stoners may not own a car and some people who intend to take the wheel may decide to save that doobie until after they arrive!
This being the case, not only is the 'War on Drugs' not working, but it may be time to call a referendum on legalisation. Looks like it would win!
